Project Snapshot

Sydney Latin Flow engaged CCC Engineering to deliver mechanical services design and an HVAC adequacy assessment for the conversion of an existing ground floor commercial tenancy into a Class 9b dance studio at 169 Harris Street, Pyrmont. The project was approved by City of Sydney City Planning Division in March 2026 and progressed through a Complying Development Certificate pathway.

The brief required mechanical plans and an adequacy statement for CDC submission, including assessment of the existing HVAC system for suitability against the change of use, with new air-conditioning provision sized for a high-occupancy dance environment.

Our Role

  • HVAC adequacy assessment of the existing installation
  • Outside air ventilation and natural ventilation design
  • Comfort air conditioning sizing for new large and small studios
  • Heat load calculations for active occupancy
  • Detailed compliance letter for open-plan layout
  • Roof-mounted condenser unit coordination away from public view
  • Equipment schedules and tender form
  • Design Certificate to NCC 2022 and AS 1668.1/2

Challenges & Solutions

Challenge

Change of use from commercial to Class 9b dance studio with significantly higher occupant density and activity heat loads

Solution

Sized comfort air conditioning and outside air rates for an active dance occupancy with heat load calculations supporting NCC 2022 compliance

Challenge

Existing HVAC installation required adequacy assessment for new use prior to retention or replacement decisions

Solution

Delivered a formal HVAC adequacy statement with clear recommendations for retention, augmentation or replacement

Challenge

City of Sydney CDC pathway requiring mechanical plans, adequacy statement and condenser unit placement away from public view

Solution

Located new air-conditioning condenser units to the rear of the building as required by Council, with full mechanical CDC documentation

Results

  • Mechanical CDC documentation and adequacy statement issued
  • Compliant air-conditioning provision for both large and small studios
  • Condenser unit placement compliant with City of Sydney requirements
  • Design Certificate to NCC 2022 and AS 1668.1/2
  • Operator able to commence trading following construction
